The City of Sunset Valley has a long history of pay-as-you-go capital improvements.  Part of that process is to take a long-term view of planning and forecast anticipated replacement schedules.  The City will be replacing items based on conditions and other needs, however the long-term plan will help to shape infrastructure improvements and financial investment.  This document is a plan that should be updated periodically and should not be considered as a strict age-based replacement document.
